Nobody (outside of Google) can be 100% certain of how websites are ranked when using a Google search, however through years of research and ‘hints’ from Google it is generally accepted that the following are the most important factors.
Good quality content with appropriate use of meta tags and descriptions (in the websites codebase) for search engines.
Backlinks. That is, where other respected websites are providing a link to you, therefore inferring quality and integrity.
Rank Brain score. Which is, how often do people click on your link in the listings? How long do they spend on your site? 3 minutes and more is good. Less than 1 minutes is bad. We can ascertain this information from Google Analytics.
Customer reviews on Google and sites such as Trust Pilot and Yell.com
Website responsiveness (i.e. is designed for mobile) and speed (time for user to download). Speed to download is an increasing important factor, due to the growth of mobile.
